Purpose of the Role:
The role is designed to monitor consistency & suitability of all the implementation phase/
stage regarding the Community Empowerment & Community Development program
(Pengembangan & Pemberdayaan Masyarakat) based on Project Cycle Management (PCM)
framework, and its alignment with the Socio-Enviromental Investment Policy. To ensure the
accountability, quality & impact of Social Development Program (SDP) through integrated
deliverables & periodic data disclosure. Also coordinate implementation of others Social
Agenda program (AIP) and ensure its compliance with regulations and achieve as targeted
by Company.
Accountabilities:
1. Develop customized tools or framework to align Socio-environmental Investment Policy with
PPM’s implementation.
2. Initiate & coordinate the Creating Shared Value initiatives and social agenda (AIP based).
3. Consolidate integrated budget & cost control.
4. Coordinate implementation of PPM’s SOP/PTO and it’s accountability gap analysis in relation to
audit.
5. Consolidate & review CDR routing, problem solving & deploy improvement strategy.
6. Consolidate data base & data analysis for integrated reporting & periodically disclosure
7. Coordinate & consolidate SDP’s Management routine.
8. Conducts governance pre-internal audit or control testing of a program implementation/execution,
role & function of its actors; consultant, beneficiaries, program administrator structure team (TKK,
BKAD & other parties).
9. Prepares administration requirement checklist in each activity implementation phase (program
implementation) including composes its verification & validation process flow.
10. Verify & consolidate Means of Verification (MoV) for invoicing process.
11. Deploy recommendation and/or coaching for mismatch of role and function of program actors
(consultant, external stakeholders & SDP team).
12. Conducts verification and validation review for each disbursement proposal (including via COS)
by first checking the alignment between progress/advance or on field realization with plan and
good governance principles according to SOP.
13. Conduct improvement supervision on accountability performance and program quality
achievement to actors periodically and documented.
Technical Specialization:
1. Has passion & experience in CSR/Community Development
2. Has knowledge in Project Cycle Management in PPM implementation
3. Has experience in facilitate Community socio-enterprise
4. Has knowledge in statistic, survey/research methodology & reporting.
5. Fluent in English, both oral and written
6. Capable in conducting data verification & validation in the context of program management
accountability auditing.
7. Capable in data processing and has expertise in analyzing, data management, precise in detail
and reliable data, used to work in processing variant of numbers at the same time.
8. Presents easy-to-understand data for user and easy to use data as consideration for running/
ongoing program and continuous improvement.
9. Has an advanced interpersonal communication skill, especially with stakeholders (government
officials, NGO, etc.), contractors/consultants, and other departments related to program.
Requirements:
1. Bachelor’s degree, majoring in Social, Politics, Economics or Social Development is preferable.
2. Minimum 2 years experiences in the field of community empowerment project, handling social
organizations, social accountability, mastering social research methodologies & social
performance disclosure.
3. Fluent in English both written and verbal.
4. Holder Luwu Timur ID Card.
